This paper analyzes and comments on Judgment No. 183/2025 of the Regional Administrative Court (tar) of Liguria, yet another ruling by the administrative judiciary confirming the illegitimacy of the further statutory extension of maritime state concessions enacted by the Italian legislator. In this regard, it was deemed appropriate to outline the historical and jurisprudential evolution of the matter, starting from the so-called Bolkestein Directive, which originally gave rise to this issue. This context allows for a comprehensive understanding of the legal, political, and social questions at the core of the longstanding debate on beach concessions.
