Reflections on the traditional role of the confidence relationship within the Italian parliamentary system, situated within the ongoing debate over governability, stability, and the balance of powers. An examination of the resilience of the constitutional mechanisms set forth in article 94 of the Constitution and of the challenges posed by the introduction of a directly elected Prime Minister. The paper reviews the evolution of Italy’s form of government and highlights the historical weakness of the motion of no confidence, also through a comparison with the constructive no confidence models adopted in Germany and Spain. Finally, the analysis turns to the critical issues and potential developments arising from the proposed constitutional reform on the premiership.
