Cette étude examine, principalement à l’aide de sources d’archives, l’activité menée par René Pleven à Strasbourg pendant les années où il présidait le groupe des Libéraux et Apparentés (1956-1969). L’échec du projet CED ne l’empêcha pas de continuer à soutenir une future coopération politico-militaire, dépassant ainsi la phase fonctionnaliste, qu’il considérait comme la première étape de la construction européenne. Selon lui, la naissance des États-Unis d’Europe n’était possible qu’en abandonnant l’ancien concept de souveraineté de l’État et en procédant à une démocratisation concrète des institutions communautaires, à commencer par l’élection directe du Parlement européen. This essay examines, mainly using archival sources, René Pleven’s activities in Strasbourg during the years when he chaired the Liberal and Allies Group (1956- 1969). The failure of the EDC project did not prevent him from continuing to support future political and military cooperation, thus moving beyond the functionalist phase, which he considered to be the first stage of European integration. In his view, the birth of a United States of Europe was only possible by abandoning the old concept of state sovereignty and proceeding with the concrete democratisation of Community institutions, starting with the direct election of the European Parliament.
