Moving from the §§§§centre/periphery§§§§ cleavage developed by Jürgen Habermas, the essay stresses as an active and sincere commitment to interplay between Parliaments and civil society is a long-term institutional investment. In a time of growing judicial activism and executive dominance, this interplay — if properly managed — can contribute to enhance the role and legitimacy of democratically elected assemblies. Identifying the field of §§§§new rights§§§§ as an interesting case-study, the essay analyses potentiality and limitations of participatory tools within parliamentary procedures.
