Starting from the need to address the crisis of democratic representation viewed as a direct consequence of the crisis of political parties this paper aims to demonstrate that the only form of democratic pluralism mandated by the Constitution is the parliamentary one From this premise it develops a reflection on the electoral adjustments required to ensure the expression of an electorate increasingly reluctant to identify with political parties while critically examining the limits of both proportional and majoritarian systems Subsequently it explores the institutional reforms concerning the form of government that could enable the full realization of the democratic principle within an institutional framework capable of operating independently of political parties thereby restoring centrality to the individual as the primary and authentic subject of representation.
