The evolution of digital technologies is reshaping the structure and functions of democratic systems: in fact, in the 21st century, there is debate about the possibility that human life, in its individual and social dimensions, could be subject to the control of AI algorithms and, above all, how to reconcile the effects of these algorithms with the principles of freedom and self government, which are at the core of democracy. An ever increasing number of AI algorithms and applications are now in regular use in a wide variety of areas of society, supporting and sometimes even replacing human decision making processes, precisely because of their ability to process information and develop solutions at speeds and with a precision unknown to the human mind. Given their pervasiveness, it seems impossible that they will not also find regular use in the political sphere and in the decision making processes of democratic systems. The use of generative AI in the exercise of parliamentary control and guidance functions makes it possible to strengthen, to an unprecedented extent in terms of quantity and quality, the collection, processing and synthesis of data and information, which are a necessary resource for the effective and efficient exercise of these functions, especially in an era of complex decision making. New technology can serve as a tool to compensate for the information asymmetry that representative assemblies and their members face, both in relation to members of the government and to technical bureaucratic apparatus, thus acting as a factor in rebalancing the form of government. Recently, studies have been carried out on the possibility of replacing political representatives with artificial intelligence systems, and the results have shown that some voters are in favour of this solution, due to their dissatisfaction with the current political class. Alongside these hypotheses of AI models used in political and electoral processes, other forms of such technologies are currently used by governments and public bodies in the management and provision of public services, with an overall positive impact assessment. However, there are also critical issues parallel to the benefits, as the context in which AI operates also involves human beings, which complicates the interrelationships.
