Taking note of the exercise of the power of referral throughout the history of the Republic, the scholar is led to reflect on the significant consequences arising from the recent expansion of the practice of using informal acts, a practice that gives us a presidential figure who interferes in political and institutional dynamics in a manner that does not comply with the provisions of the Constitution. This contribution aims to understand how the evolution of the power of referral affects the political and institutional balance, also in view of the implementation of the constitutional reforms currently underway.
