The draft framework law on post disaster reconstruction provides an opportunity to reflect on the figure of the Extraordinary Commissioner and the extra ordinem administrative power in the management of severe natural events After reconstructing the discipline and identifying the power to draw up the plan of interventions as the main novelty contained in the bill itself the contribution aims to explore the rationale and its compatibility with constitutional principles The observations are made in the general perspective of the reorganisation of power at the central and peripheral levels With the help of the quantitative data concerning the spread of the commissioner model it is possible to verify that the recently drawn statute is in line with the need for speed and result and would make the Extraordinary Commissioner for post disaster reconstruction a monocratic body linking the centre and periphery It tends to overcome tensions and conflicts as well as administrative incapacity in the management of complex events The constitutional principles of separation of powers and parity of levels of government are the ones responsible for maintaining the established order in the implementation phase of the reform examined.
