Differentiated autonomy and the premiership reforms invite us on thinking about the counter–effects of power, in a scenario shifting between the rigidity of constitutional structures and the transformation of social forms. Following the constitutional review of the “Calderoli Law” and the recognized illegitimacy of some of its textual provisions, fault lines of contradiction and antagonism between the regions are emerging, to the detriment of the principle of social solidarity. The effects of globalization, the affirmation of identity based populisms may not, in fact, be sufficiently counterbalanced by the strengthened Prime Minister. An identity democracy could be established leading us towards «a disturbing oblivion of life and common goods». An example of disunity is the impairment of education as a public good. Will it become a non–inclusive element even in prison?
